Chuck Writes a LetterDear Supervisors, I understand that you are going to address some problems with ordinance 3973. I am here today to tell you about a couple of problems I have with it. I am a property owner in Johnson Valley. If my family decides to come visit me on the spur of the moment and do a little riding, the minute they pull on my private property they are criminals created by your ordinance. With all my family there my place looks like a May Co. parking lot and well exceeds your break off number of ten people. I have read and re-read the first amendment to the constitution and I can not find any where it says you can gather peaceably unless you are on an ORV. Now we are there and already criminals. The post office will not deliver to us on dirt roads so it is seven and a half miles to my mail box on the paved road. To get there I have to access Patent right easements which are granted right of ways to get to and from my property. Using your breaking point of ten people, to putz in the the mail box and visit a few friends on the way , we would be crossing 360 pieces of property and need 3600 written permissions (again using your break-off of ten people). When we get to the mail box we decide to go onto one of the local gas stations (which is another eight miles ) and gas up, get supplies and have lunch. We will spend a total of more than 200.00 dollars to accomplish this, but now we have to have close to 8000 written permissions. Wait a minute your ordinance says two riders are permitted on one permission slip if they are joined at the hip. What a relief, now we only have to have 4000 permission slips except for the fact that we still have to find and contact the same amount of people to obtain them. We are still not breaking a law except for your ordinance which has created a non-complaintant, victimless crime, being on a patent land right away, without written permission. We kicked up absolutely no dust and did absolutely no damage to the land. In my opinion this section of the ordinance is ludicrous and the staging and written permission sections should be removed from the ordinance.
