Irony, hubris, and bad advice continue to plague the 29 Palms City Council. The State Department of Finance delivered a crushing blow to the Successor Agency (Former Redevelopment Agency) this week when it denied both the housing tax exempt bond proceeds and the non-housing tax exempt bond proceeds, proceeds intended to fund Project Phoenix, an 8.5 million dollar community center/theatre and a 4 million dollar work force housing development. Where Fools Rush In

I realize that the term “fool” has a more derogatory term now than in the early 1700s when the word was coined. The term then meant someone who has behaved foolishly and that is the meaning that I use today to describe the rush to issue bonds and the rush to spend 13 million dollars of taxpayers’ money. The Twentynine Palms City Council has cancelled its regular scheduled meeting for Tuesday, April 10th. A special meeting will be held at an earlier time of 5:00pm. Thanks to the California Supreme Court’s ruling upholding AB 26 X 1, tax increment funds (TIF) have returned back to its correct title of property taxes. Prior to 1993, Twentynine Palms did things the old fashioned way. The General Plan Advisory Committe (GPAC) wrapped up the nearly two year process Monday night. A lot of time, sweat, and tears (the tears were mine when their time was extended costing the city more money.) went into this long process. For the past month the planning commission has been deliberating appropriate language for a firearms ordinance. The discussions have centered around the discharge of firearms within city limits, indoor/outdoor ranges, and what if any re-zoning will occur. RDA Proposes Sharing Wealth With Schools (updated)

In an attempt to save Redevelopment Agencies from complete dissolution,the California Redevelopment Association (CRA) is proposing alternatives to the Governor’s plan to do away with RDAs all together. Mayor Jim Harris, John Cole, Daniel Mintz SR., Joel Klink, and Jay Corbin. The Redevelopment Agency was established in 1993. It spans 5,000 acres, containing the downtown area. With the help of City Councilman Jay Corbin, Jermaine Rodney will get to open Louisiana Chicken. Owners of the building, George Croft and Rocky Moore, were there along with Mr. Rodney to receive the news that the parking agreement would be accepted and Mr. Rodney may continue getting the business ready to open. GPAC finished the Recreation Element last night. I’d like to thank Steve Whitten for continuing the fight for off road vehicle recreation. Despite heavy opposition from his GPAC members, he patiently and politely forged ahead. Of course Dan O and I were there to support Steve and the OHV issue. We now need to turn our attention to “our new boss”, the Bond. The new boss has the potential to be the same as the old boss. Twentynine Palms established a Redevelopment Agency in 1993. 4,880 acres that extends west from Morongo, east to Utah St, North of Sullivan to south of Amboy Road. On the east side of Adobe, it extends a little farther north pass Raymond. There are 76 RDAs in the category of 2,501 – 6,000 acres. This morning the Twentynine Palms High School track team, under the direction of Head Coach Rhonda Morton, volunteers, and parents, picked up the trash left to rot in the open area north of El Paseo Apartments. Twentynine Palms, Ca– Mid-morning popping sounds and the smell of fire sent residents on La Luna outside this morning to discover a neighbors house on fire. According to one neighbor, Rocky, he heard a pop and saw flames coming from the window, another neighbor, a marine, was outside as well and he called 911.
